Those rules change, they are adjusted for inflation annually, and they interact with facts this tool cannot see, including your entity type, your state's separate filing requirements, and the nature of each payment.
The field vocabulary in the contractor permit tool was built from City of Jersey Village, Texas permit applications and tested against how other municipalities word the same questions. It is not limited to Texas, and it is not verified for any particular city: it reads whichever form you open. Municipal requirements differ by jurisdiction and change without notice.
