How to Fill Out a PDF Form That Is Not Fillable

Some forms come back with nothing found. The page clearly has places to write, you can see them, and the tool reports no fields. That is not the tool being unhelpful. It is the difference between a blank a person recognizes and a blank a program can.

Why a PDF form will not let you type in it

A fillable form has AcroForm fields: real objects with names and positions, put there by whoever built the form. Click one and a cursor appears. Most PDF readers handle those.

A box drawn as four lines, a table, or a photograph of a page has none of that. There is no field and nothing that says "an answer goes here". To a program it is a picture with some words near it. That is a flat form, and it is extremely common in vendor packs, permit applications and anything that has been through a scanner. A reader that only fills fields stops here, and so do most online tools.

Add a text field anywhere on a flat PDF

Pick text, name, date, signature or initials, then click the spot on the page. Drag it to line it up, pull the corner to size it to the box, and type the answer. The value shows on the page at the size it will print, so what you see is what the file will hold.

Every form is filled this way, fillable or not. There is no detection step to check and no guess to correct, so a form with real fields and a photograph of a printed page take the same number of clicks.

Fill the same detail in several places at once

The reason to fill a form in a tool rather than a text box is that forms repeat themselves. A company name on the header, again beside the tax number, again on the signature line. Type it once and put it wherever it is needed. Change it later and every copy changes.

This applies to fields the tool found as well. A value it located in one blank can be repeated in a spot it never looked.

Filling out a scanned PDF form

If the page is an image with no text layer at all, run text recognition on it first. That gives the tool something to read, and often turns up blanks it can find on its own. Where it does not, place the fields by hand as above.

Correcting a value the form already has

A printed form sometimes arrives with a wrong value already on it. Put an Erase box over it, which whites it out, and place a Text field on top with the correction. The original is covered in the file, not rewritten; if it must be gone rather than hidden, use Redact instead, which re-renders that page as an image with the box burned in.

What the finished PDF contains

Text you type is written as real text, so it can be searched, copied and read by anything downstream. A signature or a stamp goes in as an image, because that is what it is. If the form had real fields and you filled them, you can lock their values so the copy you send cannot be edited.
