Permits and contractor registration in Katy, TX

Everything below comes from the City of Katy permit pages and the Katy permit pages, read on 2026-09-17. Harris, Fort Bend and Waller Counties. Requirements and fees change by ordinance, so confirm anything that carries cost with the city before you rely on it.

How to apply

Katy still runs on forms. The building permit application, contractor registration, flatwork and culvert, floodplain, sign, certificate of occupancy, house moving, manufactured home and both right-of-way forms are all published as PDFs you fill and return. Payment is taken online through Civic Access or in person at the Permit Office.

$200.00, valid for 12 months from the date of payment. Note the wording: twelve months from when you pay, not the calendar year. That is the opposite of Humble, where registration runs 1 January to 31 December however late in the year you register. Register in Katy in October and you are covered until the following October.

Insurance

Your insurance provider has to submit proof of general liability insurance with a minimum of $300,000, listing the City of Katy as the certificate holder. Proof of valid auto insurance is required as well. If the policy is out of state, the job site address has to be on the certificate too.

The fees are not published on the permit pages

Katy's permit and inspection fees page points to "the current City of Katy Fee Schedule" without putting the schedule on the page, and the applications and forms page does not carry it either. So unlike Jersey Village, Humble, Tomball and Bellaire, the numbers are not something you can read before you call. Ask the Permit Office on 281-391-4830 rather than working from a figure you found on an aggregator site, because those are usually invented. We will publish Katy's schedule here when the city publishes it.

One line worth reading twice

Construction work may not begin until all applicable fees have been paid in full and the permit has been issued and posted at the job site. Posted, not merely issued. That is the part people miss.
