Humble will not issue you a permit until you are registered, and registration is its own process with its own fee. Everything below is from the City of Humble Building Department pages and its Contractor Registration sheet, read on 2026-09-17. Confirm anything that carries cost with the city before you rely on it.

Not twelve months from when you register. Register in November and you renew in January.
You can submit plans before you are registered. You cannot be issued a permit.
The registration year is the calendar year, 1 January through 31 December, and it has to be renewed annually. It is not a rolling twelve months from the day you registered. A contractor who registers in October has paid $100 for about ten weeks, and is due again in January. If your work in Humble is one job in the autumn, that is worth knowing before you plan the schedule.
Humble publishes the figures, which is not true of every city:

Note the wording: the City of Humble is named as the certificate holder. That is a different instruction from the one Jersey Village gives, where the city is named as additional insured. They are not the same thing to your agent, and sending the wrong one is a common reason a registration comes back. Read each city’s wording rather than reusing the last certificate.
Responsible Master Plumbers and Master Electricians are exempt from the $100 fee, and the city notes that some other trades are too. The registration itself is still required. If you hold one of those licenses, ask rather than assume you owe the fee.
Paper forms are not accepted at the counter. The city says so plainly on the registration sheet, so turning up with a filled form is a wasted trip. The three routes are:
One more line worth reading twice: sending the city your data does not register you. Registration is complete when the fees are paid and the contractor license has been issued showing its effective and expiration dates. Until you have that, you are not registered, whatever you submitted.
Humble is partway through moving permits into its portal and says so: not all permits are available for online submission, and most permits that require plan submission are not. New construction, interior build-outs, alterations to the building inside or out, generators and solar all require plan submission. So unlike a city that has finished the move, Humble still runs on a mix, and the paper side is the part that repeats your company details.

The Building Department is in City Hall at 114 W. Higgins St, Humble, TX 77338, on 281-446-6228. Plats and civil plans are a different department: Public Works, at 102 Granberry St, on 281-446-2327. Sending a plat question to the Building Department is a slow way to get the right answer.
From the Permit Fees schedule effective 1 October 2024, published by the Building Department and read on 2026-09-17. Humble does not add a separate processing fee to each permit, which Jersey Village does, but it does charge a plan review fee of half the permit cost.

Commercial building permits run on project valuation: $50.00 up to $1,000, then $50.00 plus $5.00 per $1,000 up to $50,000, $250.00 plus $4.00 per $1,000 up to $100,000, $400.00 plus $3.00 per $1,000 up to $500,000, and $1,500.00 plus $2.00 per $1,000 above that. Commercial electrical, plumbing and mechanical are each $50.00 plus $1.00 per $100 of valuation. Commercial irrigation is a flat $100.00. These are printed here rather than calculated, because the valuation is the city's to accept.
A 2,000 square foot new residence, building permit only, before plan review and trade permits:

Roughly three times the fee for the same house, a few miles apart. Jersey Village then adds $55.65 of processing to every permit on the job, where Humble adds none. Humble charges $100 a year to register as a contractor, where Jersey Village's schedule lists no registration fee at all. Neither city is doing anything unusual; they are just different schedules, which is exactly why quoting a job from memory across city lines goes wrong. The full Jersey Village schedule is here.
Registering in Humble, then pulling permits, then doing the same in the next city means writing the same company name, address, phone, license number and insurance details again every time, on forms that are laid out differently each time. The notarized acknowledgement letter, the insurance paperwork and every plan-submission permit that is still paper all ask for the same facts.
