Jersey Village keeps its permit fees in the Code of Ordinances rather than on its permit pages, which is why most of what you find online either says "contact the city" or quotes round numbers that are not the city’s. The real figures end in odd cents, because they have been raised by percentage over the years. Every number below is from chapter 2, article IV, division 2, section 2-142, read on 2026-09-17.
A new residence. The most asked question, and a rate rather than a flat fee.
Begin work before the permit is issued and the fee is two times the schedule.
On each permit separately, so a job with three trade permits carries it four times.
Residential only, and it does the arithmetic the ordinance sets out: the rate, the floor under it, plan checking at half the permit fee on the items the schedule marks, and the processing fee on every permit. Nothing is uploaded, it runs here in the page.

A plan checking fee of 50 percent of the building permit fee applies to the starred rows in the city’s table: new residence, additions, remodels, pools, spas, accessory buildings, new flatwork, foundation repair, generators and carports. It is paid when the plans are submitted for review, not when the permit is issued.
These are separate permits, each with its own processing fee. A new residence filing all three adds $417.90 in trade permits plus $166.95 in processing on top of the building permit.

Commercial and multi-family fees are based on the total valuation of the project. The city prints the schedule as a minimum fee per band plus a cost per thousand, and the bands do not chain arithmetically, so the figures are reproduced here exactly as published rather than turned into a calculator that might give you a number the city does not charge. Ask the Building Department which reading applies to your valuation.

Plan checking on commercial work is also 50 percent of the building permit fee. Valuations have to be within 20 percent of the International Code Council’s most recently published building valuation data, so a low number invites a correction rather than a saving. Impact fees are set separately, in Ordinance No. 2023-31, Exhibit A.
Commercial trade permits are itemised rather than flat. Plumbing is charged per fixture or trap at $5.60 each, a new water service line at $33.40, a grease trap at $66.80. Commercial mechanical runs $22.25 per 100,000 BTU of new heating and $44.50 per new air conditioning unit. Commercial electrical is $33.40 for a meter loop and service including four outlets, $2.25 for each outlet over four, and $1.70 a fixture. No commercial trade permit is less than the $111.30 minimum, whatever the itemised total comes to.

The ordinance says it in two places, which is unusual and suggests the city has had to enforce it. Section 2-142(a): if work has begun before the permit is issued and before the fee is paid, the permit fee is two times the amount in the schedule. And under fire construction inspections: a contractor or subcontractor performing construction work without a permit commits an offense, work stopped for lack of a permit may not resume until permits are obtained and displayed, and contractors working without a permit will pay double the fee amount.
On a 2,500 square foot new residence that is the difference between $2,750 and $5,500 on the building permit alone, before plan checking.
There is no contractor registration fee in the adopted schedule. Registration is still required before a permit is issued, and the absence of a line is not the same as the city writing down that it is free, so confirm it rather than assuming. For comparison, Humble charges $100 a year for the same thing and publishes it plainly.
The schedule also does not set a general liability coverage amount. What the city does require is that the certificate names the City of Jersey Village as additional insured.
