City registration required; design professional seals may be required
Contractors register with the city once a year before pulling any permit. Registration is separate from the permit itself, and an expired registration stops a permit being issued even when the application is complete.
Jersey Village takes permit applications online only. Its Residential Building Permits page states that all permit applications must be submitted through the Vertex Plans portal, and inspections are booked there too. There is no commercial building permit PDF to download and hand in. If you are looking for one, that is why you cannot find it.
Forms have not gone away, they have moved. The city still publishes PDFs for right-of-way work, backflow prevention assemblies, pool drainage into the storm sewer, plat review, zoning, variance requests and special events. Those you fill and submit.
The city publishes this for single family residential construction. A permit that lapses is a second application, so these are worth knowing before you schedule the work rather than after.

Every insurance certificate has to name the City of Jersey Village as the additional insured, at 16327 Lakeview Dr, Jersey Village, TX 77040. The city says plainly that missing or incorrect insurance will delay your application, and in practice the certificate is the thing that most often sends a registration back. Most cities want it sent by your agent rather than forwarded by you.
The city does not publish a required coverage amount on its permit pages. Ask the Building Department for the current figure rather than working from a number you read somewhere, including here.
One job in Jersey Village usually means a building permit and separate trade permits, and the same company name, address, phone, email and license number go on every one of them, plus the same job address. The portal remembers some of it. The paper forms around the edges of a job, and every other city you work in, do not.
